As a 501(c)4 nonprofit membership-based organization, SWAMC's foundation of local contributions and support comes from Municipal Members such as boroughs and cities. Associate Members, comprised of for-profit businesses, tribal governments, and other regional organizations, strengthen and broaden SWAMC's role as a public-private partnership.

Municipal Members invest in regional economic development and advocacy through an assessment based on population. Associate Members' investment is based on gross earnings or budget. For a complete membership investment schedule, please see the membership application form.

According to the IRS, "Contribu­tions to civic leagues or other section 501(c)(4) organizations generally are not deductible as charitable contributions for federal income tax purposes. They may be deductible as trade or business expenses, if ordinary and necessary in the conduct of the taxpayer’s business."
